Affordable Housing

When a housing opportunity becomes a delivery-system question.

The context

Housing deficits in African cities are structural problems that sit at the intersection of land administration, political economy, developer incentives, and institutional capacity. Zambia is no exception.

Momentum was engaged to help a principal client understand the political and institutional environment around a proposed large-scale affordable housing programme, design a stakeholder strategy, and support the early delivery architecture.

Our approach

Three phases, sequenced to unlock delivery.

01

Political economy diagnosis

Map the institutional landscape — who controls land allocation, how housing policy is made, what incentives shape developer and lender behaviour.

02

Stakeholder strategy

Identify the actors capable of unlocking or blocking the programme and design the engagement architecture to move them.

03

Delivery architecture

Put in place the governance, sequencing and accountability structures needed to take the programme from design into execution.
